Real Estate Acquisition as a Person Required and Applicable Procedure for the Purchase of Houses, Offices and Buildings
Purchase of Immovable Property Persons
Foreign real persons may purchase buildings, workplaces and residences in the land registry, provided that they comply with the legal restrictions (maximum 30 hectares per person and not exceeding 10% of the area of the district).
They can purchase real estate from the land registry offices where the immovable is located or from other land registry offices. However, in this case, the purchase period will be extended.
Zoning Land (Land with Building Permit)
Foreigners may purchase zoned land at the land registry, provided that they comply with the legal restrictions and follow the procedures below.
A project must be developed for the zoned land.
While purchasing the zoned land, a statement should be made in the declarations section of the land registry as “it is obligatory to submit the project to be developed for the approval of the relevant ministry within two years.”
After the immovable is purchased at the land registry: Foreign real persons are obliged to submit the project they will develop on the zoned immovable property they have purchased (project development on the immovable) to the approval of the relevant Ministry within two years.
Specification of the Project : The project is submitted to the approval of the relevant Ministry with the start and end dates of the project.
A letter stating the start and end dates of the project and the approval of the project is sent to the title deed by the ministry.
The project is completed within the specified period and notified to the relevant Ministry.
Agricultural Lands
Foreign nationals apply to the land registry for the purchase of agricultural land (subject to legal restrictions).
The title deed obtains a letter of commitment for the purpose for which the immovable will be purchased to be sent to the relevant unit of the Ministry of Food, Agriculture and Livestock. (Annex 3)
The commitment and immovable information given to the Land Registry Office is sent to the Ministry of Food, Agriculture and Livestock by the Land Registry Office.
If the letter of the Ministry of Food, Agriculture and Livestock is positive, the sale of the immovable is made.
During the sale, a statement should be made in the declarations section of the land registry of the immovable as “it is obliged to submit the project to be developed to the approval of the Ministry of Food, Agriculture and Livestock within two years.”

Title Deed Transactions
The owner of the immovable or his/her authorized representative must make a pre-application to the Land Registry Directorate.
(Pre-applications are made by appointment through the online system or by physically taking a queue number at the Land Registry Directorate, usually before the lunch break)
If there is a deficiency in the pre-application conditions and it can be completed, the pre-application file is kept pending.
Real estate appraisal report (real estate value assessment report) If one wishes to obtain Turkish Citizenship, it must be determined that the real estate is worth $250,000 by a person or institution authorized by the Capital Markets Board to appraise real estate.

Web Deed
What is Web Deed
Real estates/real properties owned in Turkey can be managed from home. Web title deed system is the name of the system where Turkish citizens and companies registered in the trade registry can track and manage their immovable properties on the internet.
Thanks to the web title deed, the transaction is initiated without going to the land registry office in person and reaches the final stage.
Transactions in Web Land Registry
With the Web-Tapu system, title deed registration and location information of immovable properties can be viewed.
You can send the necessary documents to the land registry office online by applying for the transaction online without going to the land registry office. Thus, your transactions are initiated and brought to the final stage without going to the land registry office. Information about the immovable property can be viewed on the web-tapu, as well as sales transactions, mortgage establishment, sales promise annotation, lease annotation declaration establishment or removal transactions can be made.
In addition, authorization can be given for someone else (buyer, etc.) to examine the information on immovable properties.
The user is informed via SMS about the transactions made with the Web-Titu system.
The user can apply for the transaction online without going to the land registry office and send the necessary documents to the land registry office online.
Thus, the transactions are initiated without the citizen going to the land registry office, and all transactions are completed at the last stage, the signature stage, by going to the land registry office.
At the last stage, the parties or persons authorized with the original of the duly authorized power of attorney must come to the land registry office and sign the official deed related to the transaction.
Sale of Real Estate Abroad
Title Deed Transactions for Immovables Located Abroad in Turkey
Persons who wish to buy or sell immovable property in Turkey or to carry out other title deed transactions can do so by applying to the Turkish Land Registry and Cadastre Attache in the country where they are located.
These transactions are : All kinds of transactions such as sale, barter, mortgage, transfer and donation.
In order for the land registry and cadastre attaché offices abroad to carry out these transactions, the attaché office must obtain information, documents and authorization electronically from the land registry offices in the province/district where the immovable is located.
After the land registry and cadastre offices determine that the authority to dispose of the immovable (ownership status and the absence of any annotation or declaration preventing the transfer on the immovable) and that there is no objection to the transaction, the office performs the transaction in accordance with the authority it has received.
Foreign real and legal persons must comply with the conditions and necessary procedures for the acquisition of real estate in Turkey. The fact that the transaction is made abroad does not mean that foreign real estate acquisition conditions will not be sought.
Currently, Germany/Berlin Land Registry and Cadastre Attaché Office provides services for real estate transactions abroad. However, it is planned to be established in England, Greece, Austria, the Netherlands, Denmark, Norway, Russia, Belgium, Qatar and the Turkic Republics.
If the buyer or seller who wants to make the transaction does not speak Turkish, sworn translators accepted by the Consulates and listed on the electronic web address of the Ministry of Foreign Affairs of the Republic of Turkey http://www.konsolosluk.gov.tr/ at the country and representation level must mediate the transaction.
If the request is made by proxy, before signing the request document or the official deed, the status of the dismissal is inquired from the title deed directorate where the immovable is registered in Turkey in electronic environment (telephone, electronic mail, document transfer, Electronic Document Management system when the dissemination process is completed, etc.) and the transaction is carried out according to the answer to be received.
Foreign land registry and cadastre attaché offices are authorized and responsible for ensuring the collection of land registry fees and revolving fund service fee related to the title deed transaction subject to the request.
The transaction can also be made by giving a power of attorney obtained from the Turkish consulate or from foreign countries with an apostille or a power of attorney containing the authority to buy or sell depending on the transaction approved by the Turkish Consulate, and lawyers can help in this regard.

Acquisition of Turkish Citizenship through the Purchase of Immovable Property Transactions to be Performed at the Land Registry
